Put in an electric fence for your dogs and plant arborvitaes along the entire perimeter and as they grow you'll have privacy and the electric fence will keep the dogs from going out.
I would love to see this answer. I just got a puppy and want to fence my yard, too. I’m thinking a shorter picket fence (maybe 3-4 feet high) would be less expensive than a tall privacy fence. Wood is probably less expensive than vinyl. You could put a pretty garden along the edge of a picket fence for more privacy.
