Can I paint my popcorn ceiling?

We waited 3 years for ours to be ready.
My step son is a contractor and says it needs to be dry and that can be from a month to six months depending on how wet it was upon purchase and installation.
On the average 6 to 12 months.
I have also heard that it takes at least two years for the treated wood to dry out and cure before you finish them.
I would wait at least a year
