How to fix peeling Wallpaper on the ceiling?

Bought a house that was empty for a couple of years. The ceilings have wallpaper on them. Since putting heat in the house a lot of the wallpaper on the ceilings is coming down. It is very thick paper. Can this be repasted and put back up? If so what should I use and what kind of prep do I need to do on the plaster.
