I have a walk out basement made of cinder block. Can I paint it? How?

Yes, it can be painted. Apply a good stainblocking primer such as Kilz or Zinsser. That should be a good start so the paint of your choice doesn't soak into the cinder blocks.

Use Sealer then Spray Paint for good finish Or use "Paint Roller Pro"Paint system ( No mess roller painting with long reach pole too.
