Are the wires above ground or buried? If they are above ground, you could avoid having to till the soil and amend by using raised gardens. If they are below ground, they will need access to the area if needed, perhaps go with a potted garden. You could contact the utility to see what they would suggest you do so they have access to the wires.
Consider a raised garden bed. You can build one yourself using concrete blocks that can be had on sale for under $1 each from big box stores, or wood planks with stakes driven into the ground. I'd go with the concrete blocks because they can just sit on top of the soil (level it first by raking and adding top soil if needed rather than attempting to work the compacted soil) I'd say built it 2 blocks tall, fill with a mixture of top soil and potting soil and plant away with perennials. You don't have to worry about digging up compacted soil and possibly hitting underground wires and/or tree roots. You can find tons of ideas online and instructions how to do your own. Many big box stores will deliver the blocks to you although you may have to pay a delivery fee - it pays to check around.
Spray the area to kill off the moss. then use mulch or straw (I prefer straw) and make a non-planted area. Then put in a few large rocks grouped together, a birdbath, maybe a gazing ball and some pots of different sizes in a group in which you plant seasonal flowers!
You can even put small ornament trees in large pots...sculptured ones that require little work.
Here is the photo of a large pot of plants, no flowers, that is on my front steps. It survived the freezing weather in zone 7 and 2 snows. This has variegated ivy and Cora Bells. The pot is resin.

Before doing any landscape AT ALL....call each of your local utility companies..to see exactly what wire are planted and how deep..they usually have a "call before you dig" policy....they will be glad to help becaue they appreciate your attention....sensitive ones are telephone fibre optics for your wi-fi signal..hydro...and possible an old telephone land line...
