There is specific fabric paint available at Craft Stores, but I think any latex paint would work if applied lightly and checked after it dries. Painting will reduce the light coming through the shade.
Acrylic craft paints like FolkArt which you can buy at MIchael's or Hobby Lobby. Keep in mind that it will bleed through to the inside of the shade and it will probably be spotty on the inside. To avoid spottiness on the inside of the shade, and instead have the inside all the way through also, water down the paint and give it a couple of coats to completely cover. I believe if you find acrylic spray paint, that might not leak through to inside the shade.

I had a cloth lampshade I wanted to change the color on. I took a swatch of material , that I wanted to match , to a paint store where they mixed a sample batch of paint. I bought one of those small black foam brushes and used it. I was amazed. Plain paint worked and there were no brush marks .
