the carpet is most likely stapled down or on a tack strip. start at the bottom and work your way to the top. then i'd give them a light sanding, prime and paint. use sanded paint for additional traction if needed for the pets.. there is 1 trick to painting stairs- do every other one. it gives you a way to use the stairs, and not mess up the paint. next day when the paint is dry on the treads- paint the rest. it may take 2 coats of paint for each tread, and the raisers if there are any.
