Hi, if this space is going to be a rec room, it can be pretty bare bones. Paint the walls and ceiling, paint and polish the concrete floor to a high shine, bring in some battery operated lights if there's no electricity, portable heating and cooling and some furniture. Done. However, if it's going to be a bedroom, there are regulations for those. Check with the county or city code office before going forward with a bedroom. Good luck.

First decide if there is any moisture down there. If not, you can buy metal studs at Lowes and screw them together. Metal studs are used in office building because they are lightweight, and they don't support and weight on them - like a load-bearing wall. Determine where you want your walls and you'll have to screw the footer bottom plate into the concrete to hold the wall studs, next install your studs and then the top plates.

You can cut the studs or plates with tin snips easily (wear gloves because the metal is sharp. Next use TEK self-tapping screws with a screw gun (cordless drill) to screw the studs together. Watch a couple of YouTube videos on metal stud wall construction. Easy peasy. Next put your sheetrock on, tape, bed and texture, then sand and paint. One person can do it with a little patience and planning. Def watch the YouTube videos because metal studs have a specific way they go together and the video will show you that.
