You could go to your local sewing store--like JoAnn Fabrics and purchase foam and material to make cushions. You could sew a pillowcase like covering for the foam and then use velcro underneath to keep the opening in place and closed. Or you could buy already made patio chaise lounge cushions or chair cushions and make your couch so that those fit. From what I have seen the cushions just sit on top of the wooden seat of the pallet couch.
Foam slabs or forms are not inexpensive. Pieces suitable for seating (to give enough support to be comfortable) will have to be both thick and dense. Prices increase according to both thickness and density. The cost of the foam, plus purchasing fabric durable enough to use outdoors, might off-set any perceived savings of this project.
An option to building your own is to check on Craigslist or Kijiji to find a ready-made second hand patio furniture at a low prices.
