Nothing is cheap when it comes to the house. Just make sure you get a good R rated insulation.
How much insulation are you doing and where? There is many kinds of insulation including blow in cellulose or foam.
For your windows, make yourself some thermally lined, heavyweight draperies, finished size being 2.5 x the width of the window.

Mind you, if it’s an older home, on a very sunny day, before putting in the batting I’d be tempted to check for light or cracks and maybe put down a light coat of spray first, or some insulation foam board sheets before the batting, at least on the cold/wind side of the house.
Also more attention around the windows and those little foam outlet insulators while it’s all very accessible.
At my daughters we also used some of the anti critter foam at the base of the walls, etc. In for a penny.....
