It has hard brown burn gook in it.
If they are like the ones I have had in several different homes, they just lift up out of the floor. I've taken them out and given them a fresh cost of paint before and they looked like new. Best wishes.
I take those covers off and soak them in the bath tub. Old towel on the bottom of the tub, then the registers , give them a good squit of dawn. Let soak over night. Next mornining rinse, and check if all got clean. It may take just a bit of scrubbing
Dishwasher
Usually two screws hold them on. You can remove them and wash them. What I usually do is soak a stiff paint bush or kitchen brush with WD40 and brush the register without removing them. Wipe clean.
Vacuum well, then clean with a damp cloth. If they're really bad, take them out and scrub in the sink, make sure they're really dry, and replace.
