put white vinegar on a soft cloth and rub the iron until it comes off
Make a paste out of baking soda and hydrogen peroxide rub on and leave overnight... Clean with a damp cloth and looks like new all over

I always have used a couple of sheets of waxed paper. Use the cotton setting and move the iron around on them. It always worked, but your problem sounds pretty bad. Do you have any idea what's on it? If so, that would be a help in answers.

I use table salt and a damp cloth . Works every time .
You should be able to heat it and run it on a damp rag and then a dry one
