Im in Oregon and have a skylight from hell. Mold was EVERYWHERE! Clean it with bleach/peroxide..and get some KILZ with mold block. No matter what you decide..seal it really really well. We need a stronger fan for our bath..and am going to use cedar or wood at some point to cover mine!
Use a good primer, it makes a world of difference. Kilz or Zinsser are the best, then paint.

No texture is the best thing for a bathroom. A smooth semi gloss surface is least likely to grow mold and easily cleans if mold should start. One more thing that helps greatly is good ventilation. If your bathroom exhaust is noisy it’s likely a cheap construction grade fan and probably only moves a small amount of air. Visit a reputable hardware store and they can assist you with replacement units and tell you how to get it done.
To stop moisture and mold, there needs to be air circulation - like an exhaust fan to remove the moisture from the bathroom. It needs to be exhausted to the outside, not into the attic. Use a good quality gloss paint on the walls and ceiling.
Agree with all of the above, and you can buy some mildewcide additive at the paint store to add to your paint also.
