Check with your local municipality about rules. You may have to have bilco doors or a window access doors. You will also need a building permit.

Just say YES. Do the flooring last.
First comes determining where and how the plumbing will go. Especially how the toilet waste will be handled. Drains for tub/shower and sink. You may need a plumber to advise you and building codes may require a permit.
Adding a bathroom where the plumbing already exists is one thing but starting from scratch is another. The toilet needs to be near out waste sewer lines and plumbed for water lines. Go to youtube and watch a few videos on installing a basement bathroom, or contact a reliable contractor for an estimate would be where I would start first. Get recommendations from friends or relatives and see if the contractor will give you a free estimate and ball park idea of what it will cost or what all is involved, or even if it is possible
