Apple trees should be pruned in late winter, but you can prune into the spring and summer if you must. Avoid pruning in the fall since this stimulates new growth at the same time the tree should be getting ready for winter.
Prune fruit trees when they are dormant, no matter the climate. The thing to remember is not so much when, but how. Make sure you thin the inside area so that light and air can get to the tree as much as possible. Keep the top fairly low. You don't want to be climbing the tree to pick apples! And remember, prune back all limbs that are rubbing (or look like they will sometime in the growing season). Don't forget to feed in the spring once the ground has thawed.
