My home is only 4 months old the caulk and grout are cracking around the edges of the tile in the kitchen and bath. Is it normal for new grout to crack?
You would need to remove the grout then you can re grout.

I agree with William. Any pieces of grout should be removed before installing new grout. To remove grout, you should use an oscillating multi-tool and a grout removal accessory.
This is not an easy job, very tedious and you have to be careful not to crack the tiles. Take your time, either use a hand held grout remover or a dremel.
I would clean the grout with a baking soda and peroxide paste first to get it back to it's original white. Then I would most likely just start putting new grout into the open areas. You should not have to remove the old grout unless you want to.
