The foundation/base needs to be leveled out and able to drain. The bottom layer needs to be gravel and the top layer needs to be sand. Smooth out both layers as best you can and lay blocks using guides from string or the edging you will need to keep things in place. The should end up being a place you want to go to.
Just to add to Hjh, you can use sand after your pavers are laid. Sweep the sand across the surface so that it settles into your cracks and locks your pavers in place.
