Get a big plastic tub/tote that the grates will fit in and fill with warm soapy water (Dawn dish soap) and let the grates soak for a few hours. Use a stiff wire BBQ brush to clean them. Then take a paper towel with vegetable oil and wipe the grates lightly before you put them back.
You can also put white vinegar in a spray bottle, spray the grates, and let them soak. This method works very well and the crud comes off with light scrubbing.

You can also put them in your tub with the soapy water. The rest will come off easily with Brillo pad. Good luck.
