Do you know what is causing the chipping or is there a certain area that is chipping?
Chipping/flaking is caused by what's happening under the surface. Figure that out first. EVen if you cover the whole area with epoxy, it will eventually give way to the underlying problem. Review this anyway. It will give you hope. https://www.youtube.com/watch?v=wBeUWXvK0nU
If it's chipping (spalling) you can resurface before using a garage floor paint kit.

Thank for the response. We live in Michigan and I believe its the salt from the highway and roads that is causing this.
I have a floor cleaner for cemet, but I felt patching was not a appropriate way to stopping this from continuing.
