You need to use wall anchors if you can't screw into a stud. Toggle bolts to handle the weight of clothing.

Take down the racks and put the anchors in the wall studs if you can. If the anchors are set in just drywall, the weight of the hung clothing will pull it down. If you can't anchor in the studs, try using toggle bolts in the drywall. Another option would be to mount a board behind the shelf, screwing it into the studs, then mount your shelf anchors to the board and reinstall the shelf.
What type of racks? You may need to move the supports as mentioned above or change to a larger type of support.
