Will clear nail polish, or something else, be a temporary fix for rust spot in dishwasher racks? They are white vinyl by appearance.
It sounds like you need to attack the draining issue first or replace the dishwasher. The drain hose needs to go through a countertop vent unit or be routed up high and into a garbage disposal connection. There will always be water in the drain line.

The above information might cover this but the nut on my spray arm had a reverse thread. I had to turn it to the clockwise direction to loosen it. Cleaning out the screen helped.
You can also loosen the drain hose as it attaches to the pipe under the sink. Blow through it or run Water through it to be sure it’s not blocked.
If these don’t work you may have a problem with the pump. Try YouTube for some assistance.
