I just watched painter, Donna Donaldson do this. It was amazing! She used Dixie Bell Chalk Paint. You can see her do it and get all the specifics on her blog, Do Dodson.
She gives a list of prep needed, paints used.

Hi. For chairs that are going to used a lot, I recommend a textile dye. While other paints may work, they may also just lay on the surface of the fabric and crack when sat in repeatedly.
I painted our chairs with equal parts latex paint, fabric medium, and water. I sanded between coats.
