An eco friendly way to polish your quartz is to make a vinegar and water solution. Add 25 percent vinegar to 75 percent water and mix in a spray bottle.
It’s probably heat damage or acid damage. In either case the only way to truly repair it back to original is to have a professional sand and re-polish the area.
