Before repainting you will have to first remove all of that peeling paint . I recommend power washing it first to get off alot of it then scrape & sand off the rest. Once you have it back to the original wood you then have the option to stain & seal it, paint it, etc...
Nostalgiala, Power wash your deck, then sand it. The peeling seems to be from not sealing the paint. If you use outdoor paint, then seal it, make sure it's for wood and outdoors. Aloha!
