Here is the link to my DIY & decorating blog, Simple Decorating Tips, where I show how I installed a frosted glass film on a bedroom window. This same company also has many stained glass styles.
You can buy the film with various designs already on it (Home Depot has a lot of designs) or you can use stained glass paint that is translucent.
If you have a specific pattern in mind, you can use gallery glass to actually paint it. Here are a couple of tutorials that might help.

You can buy a product called Gallery Glass from your craft stores, or online from Plaid or Amazon. It's inexpensive and easy to work with. You could also mix together food color and elmers glue for a frosted glass look or food color and clear school glue for for a clear stained glass look.
