Blinds or shades might be a lot less expensive than shutters. They can also be opened partially to control light and vision. Shutters will also take up wall space when open. We do not have any curtains in out house - just a few blinds and the rest shades.

If you have a Habitat for Humanity Restore Store, check there. There are quite a bit of indoor shutters at the one in our area.
I have had professional shutters almost the entire 40+ years I have lived in my house and love them. Easy to keep clean - vacuum every few weeks and wash with soap and water twice year. A valance or swag on top and you're finished.
The instructions in the video in Debker's response require a vast array of precise wood working and cutting tools. This is Not inexpensive.
