The flicker of a candle will tell you if there are drafts coming in. No air no waving flame,
This may sound nutty, but we tape a tissue in the area we think drafts may be coming from. If the tissue moves - we know we've found one. Stopping them depends on where they are. There are draft blockers for inside exterior wall light switches, caulk for around windows, weatherstripping for doors, expanding foam for outside stuff. Just find the source first then you'll know what you need to stop it.
You can detect drafts with a lit candle and watch the flame.
A draft stopper like Ann posted is great for doors. I have a double sided one on our bedroom door at the farm because we don't always have the heat on in several of the rooms.

Incense stick, lighted and held by windows and doors will alert you to drafts.
Thick, Insulated draperies, "draft dodgers", caulk around wiindows and add weatherstripping to doors and windows where needed.
Place an area rug behind door to help stop drafts.

Applied correctly, the window insulating kits are effective in stopping drafts. Use on windows that you do not intend to open during the winter months. Different brands available.
