How to insulate a rental suite?
Is there an inexpensive temporary membrane I could apply to the walls of my rental? I don’t want to put cloth as I am very allergic to mould.

Since you don't want to use fabric, perhaps you could purchase insulation foam available at home improvement stores in 4' x 8' sheets.
Do you have heat? There is a tenant's right LAW, the landlord has to provide heating and air conditioning or the house is considered uninhabitable. Otherwise, There is plastic stuff you use to cover the windows in the winter, it works really well.
I would use rigid foam insulation from Lowes or Home Depot. Another option would be reflectix that comes in rollls in varying widths and lengths, looks like mylar bubble wrap.
You could try hanging long insulated curtains on the walls on rods that should do it you could stretch them out
