I don't believe vellum is really paper, it is thicker and more sort of like a fabric. We have a document from 1795 written on vellum, it is not "crispy"
Sorry this is paper vellum used in craft work and it sooms to specially dry. poss stored wrong it cannot be soaked or it will just wrinkle up and cannot be drawn on.
