How to insulate a range-hood?
We have a rangehood vented directly outside. The vent tube was chalked all around when it was installed. Is there any way to prevent the warm household air from escaping out the vent when it is not in use?

The exhaust vent cover out the wall should have a damper in it that is closed when the hood is not in use. The force of the air opens the damper when the hood is in use.

Make a cover for the vent.
I live in northern Minnesota where it gets mighty cold. For the winter I put a square of styrofoam insulation in the hole where the range hood vents outside and it keeps much of the cold air from coming in. It helps immensely. HOWEVER--that means I don't use the range hood in the winter. I don't use it much anyways and don't miss it. If I had to I could go outside and remove the styrofoam to use it but I don't.
William has the right idea. Kitchen vents should have a damper or baffle. This is a little flap that only allows air to go one way.
We have a damper in the vent.
