The glass is probably original and I can't afford new windows. I plan on cleaning them and then caulking but I wish I had a 2nd pane to keep out the cold air.

My glass block windows get pretty drafty in the winter. Is there an easy and low cost way to insulate them besides covering in plastic?
You can use the plastic window insulating kits. You can buy them just about anywhere. Homecenter, Walmart, hardware stores, etc. For the doors use door weatherstripping on the outside frame and install a door sweep.on the outside.

If you are on a limited budget, you might qualify for weatherizing assistance via your county extension office. They bring out supplies and assistance to get them in place. Look up the number for the extension office, give them a call.
