There is mineral build up in the fill valve. Sediment in the valve. Some can be cleaned.

Peggy you might have air in the water line. Shut the water off under the tiolet. Flush it once. Next, open the water line, an flush the tiolet. See if that stops it. If not, check your flapper, maybe it's not closing all the way. You can also Google it, " why does my tiolet whistle, when filling the tank" . Aloha!
