Check to make sure the flush handle is not binding when flushed. Moves freely. Make sure there are at least three to four chain links loose when the flapper is down closed. If the flapper is old and hard may be time to replace it. They get hard and warped not sealing properly over time.

Hi Susan, I am with William, I think it is chain or the stopper. Also check it when it fills up to make sure it is not too high and is going into the run off tube. If it is you will have to adjust the ball.
