I compost the same all year long. Just dump my scraps, except veggies in there and take a shovel and cover with dirt. I also put some leaves on top and mix them in. Kind of hard to do with the ground frozen, so while it's still early you can put some of the dirt in a big metal or plastic tub, just keep it stirred up and wait til ground thaws out and mix it in your main pile.
Compost? Keep the organisms alive. I would not turn over the pile, as it is making heat inside.
Im not sure if I would cover it with black plastic or not.
