How do I make the mix to pour on ice to keep it melted?

I would appreciate the "recipe" to pour on ice to melt it and keep from re-freezing. I think it had something with Dawn dish soap and maybe rubbing alcohol.

    Hi Anastasia, here it is.

    1. One quart lukewarm water.

    2. 3 drops dish washing detergent

    3. 1 ounce rubbing alcohol

    This really doesn't work if you live in a place where it gets super cold.

    The alcohol will prevent the snow from freezing into ice only if it doesn't get very cold and it is just a dusting of snow. Salt is about the only thing that will keep it from freezing. We had to put out salt last week when snow was melting and running down the sidewalk and driveway. We got about four inches of snow the next day and it was still working after cleaning that up. We got a dusting of snow today a couple of times and there are still places where the snow melted despite it being really cold last night and today. Salt can be hard on concrete, but necessary evil so no one slips when they are going to school or walking their dogs. We even keep more than one kind depending on how cold it is outside.
