How can I insulate a house with drywall strapped to brick?
Is there an economical way to insulate an older home that has had drywall strapped to brick walls? Are there any programs available to help with the costs of doing this type of work?

Google to find programs that might be available in your area. Contact your electric and gas providers. They typically offer free home energy inspections and provide tips to make your home more efficient, which includes insulation. They may also have rebates that you can get. If you are a senior, contact your local chapter of Department on Aging, they have programs too.
If you do not have a vapor barrier installed on the brick wall you will have a condensation problem. You can use wither the fiberglass batts or have it blown in.
Great advice from Naomie. Is there any insulation behind the drywall. What size strapping was used. It may not be sufficient.
If there is no way to insulate between the brick & drywall here are a few things to consider:
Insulate attic and crawlspace/basement as much as possible.
Add a thin styrofoam insulation on top of the drywall and then another layer of drywall.
Depending on what you do, you may also be able to get an energy credit on your tax returns.
