You need to at least sand and rough up the surface a bit. New paint is unlikely to stick to the sealer.
Rustoleum,Daich, or Giani countertop paint kits. Paint will not hold up to daily use.
Even with a topcoat it would be a temporary fix. Would not last long from daily use, moisture and water contact. The kits are epoxy based so they are waterproof. You can sand to remove the sealer and any gloss. Prime with Kilz primer. Then paint. Use a marine grade polyurethane like Helmsman Spar Urethane as a sealer. May last longer than regular poly.
