Hi Ingrid! Is it near a seam? Most repairs I have to make for myself or friends/family is under the arm. That's usually an easy fix. Just sew it back together inside out. Use tiny stitches and go back over it to reinforce it. If it's something else, please provide more information/picture so I can be of more help. Some dry cleaners have someone who make repairs, but, can be pricey. A needle, thread to match and scissors are much less expensive to keep on hand. If you don't sew, there are tutorials I can recommend.

Sight unseen I would say much depends on where the tear is and how much ease the garment has. If the tear is below the bust and off to the side you may be able to create a dart-like seam - - but do it to both sides. The same would go if the seam was near the shoulder. If the tear is a horizontal tear then you may have to just stitch it and live with the repair. If it is a patterned fabric the repair might not show. You may be able to blend in a piece of matching pattern from inside the hem.
