If this is a modern brass lamp what you think of as tarnish may actually be where protective lacquer has rubbed off.
Many modern “brass” lamps are actually made of cheap “white” metal (when scratched it shows silver colored) coated with a very thin layer of brass and then a layer of urethane or lacquer to prevent tarnishing and are not meant to be polished.
The clear coating is very easy to damage by handling, leaving areas of brass that tarnish. Unfortunately polishing can remove the brass in that area letting the base metal show through, which can look like worse tarnish. This damage cannot be repaired.
