If you just need to remove dusty bits,try a hair dryer on a gentle cold setting,preferably outside! Also a slightly damp soft paintbrush may remove some 'bits'.
First line of defense is a microfiber duster that traps dust & dirt. If it's dirtier than that will handle either the blow dryer as Jenn suggested or run a sink of soapy water and swish then hang upside down to dry.

I’m a cleaning OCD person and try different methods and found what works for me.
For DEEP cleaning I’ve used my canister vacuum with round brush attachment on lowest setting . Begin at the bottom, then up & around. Next: Do the same beginning at the top.
*!!! TEST ONE SPOT FIRST !!!* A blow dryer on low/cool settings works too.
Cold weather: Bathtub is where I go to stay warm. it’s easy to trap dust bunnies to vacuum afterwards. Warm weather: WORKS the BEST! Gather a bin for flowers, blow dryer, phone, your wireless ear buds, coffee, etc. *You will need an outdoor extension cord and a table.*

I used to make a sink or bathtub of warm soapy water and swish the top section of the arrangement in that, with a final rinse of clear water. I'd be careful to protect the container so I didn't damage it or fill it with water. Dry outside in the sun and/or wind.
