Visit a paint store and buy their best. We painted a formica and wood dresser with a Porter paint 10 years ago and it's still clinging and no scratches even after 3 moves.
There are products such as the one below that with get it done without sanding.

Purchase a deglosser at your local paint or hardware store and go over the exterior of the cabinets. This removes the sheen. If you are staining then you can stain over the old color and then varnish again over that with at least 2 coats. If you are painting you must put on a good primer such as Zinsser Bullseye 1-2-3 primer and then at least 2 coats of your final color.
use a deglosser ( liquid sander ) such as JASCO .. may take more than one application.... follow directions for the appropriate product.
