Use a foam craft brush and chalk paint.
Remove the blinds from the window. Remove the cording from the slats. Lay slats flat, paint with a spray paint or a paint gun. After drying for 24 hours, turn over and do the other side.

I lived in rental apts for years....Sorry, I hate blinds....throw gas on em' and burn em'. My advice is take em' down and hang up curtains and soften the room, add texture and color. (unless you have a Land LORD controlling you)
God Bless you....I've painted many, many different things, different surfaces. Get some good spray paint. Its probably best to tape up the the cords so they dont get painted. Yeah, that will be a mess to remove the tape after....maybe tape the cord vertical instead of wrapping in a candy cane type pattern. If you have never spray painted; practice first. its easy to get too close and apply too much paint.... then the paint runs. Most of the time you need to apply 2 coats. I painted this park bench that was rusted with black rustoleum and red barn paint.
