Check your local building codes. In our area we close all vents in Oct - Mar timeframe and open them the rest of the year. The vents help allow moisture out of the crawl space.
It will depend on your house and building codes for your area. If there are some that are blocked, it's important to get those un-blocked otherwise you could end up with moisture or mold issues.
