Liquid Wrench. Then scrape off the rust, the steel bristle brush it. They will have lost their sharpness and will need to be filed into a clean blade again.
you can try using sand paper to get most of the rust off, and a bit of oil on the them.
they are pretty stubborn
Soak in Coke first. That should loosen them up so you can open them.
