You can use some special metal brush first to remove as smuch as dirt that possible. I have found some hereon amazon: https://amzn.to/2TOjUhY.
Have to use sandpaper to get rid of rust. Once over on the paint to remove shine should be enough for the rest of chair. Best to use Rustoleum paint to deter future rusting. Paint rusty areas first and let dry. Then put on two coats all over allowing to dry between. While using be sure to not let rain pool in seats. Turn over after rain to allow water to drain off.
Sand them down to Blair metal best you can then paint them
I would remove any loose paint/rust with a wire brush then apply a rust converter. You can paint over the converter if you want, or leave like that.
