Is there glue that reattaches cement to cement? I'm dabbling in making cement things like in the picture. How can I bond cement to cement?

There should be a brand available at (hopefully) Lowe’s or Home Depot, as examples. Go to the paint department area and that’s where all the epoxy glues can be found. A sales person should be able to give you the name of what will work the best for your situation.
Epoxy glue comes in 2 tubes that you mix together before you apply it to the concrete. Not a big deal to do, just a bit messy. Just FOLLOW the instructions –read them over first before you even open up one of the tubes
The epoxy might be slightly visible when dry, but how “invisible” the repair will be is of course also dependent upon how neatly and carefully you can apply the glue.
You could try PL Premium. My husband used it to "glue" garden blocks together to make a wall 3 blocks high. It's like one solid piece.
E6000 or two part epoxy.
I've found external no nail glue to be extremely hard wearing over the last 2 winters for cement and terracotta pots, including a large strawberry pot that had been in 5 pieces (football accident)

E6000 works wonders on cement. I repair my cement frog and mushroom ANd it is still together over 2 years
Hi, I had a concrete garden statue that lost it's head and I reattached it with liquid nails 2 or 3 years ago, you can get a clear one now.
Liquid nails is a great product, it repairs just about everything.

Mighty Putty works well on cement and many other stone, metal, plastic, and other surfaces. It is my go to bonding agent.
E6000 that is sold at Home Depot works
E6000 from AC Moore or Home Depot
I love Loctite products. They have a marine glue that will work on anything. E6000 does not last if the product is outside.
Try GORILLA GLUE. I have used it on an outside cement planter and on a clay angel. It works and it holds up through all kinds of weather. Just be careful that you don't put on too much glue. That stuff is great!
