SURFACES ARE SMOOTH BUT BARE PATCH IS LOWER IN OLDE PAINTED AREA . ANY SUGGESTIONS HOW TO FILL UP PAINTLESS PATCH SO IT IS LEVEL WITH EXISTING FINISHED SURFACE ? YES, I WILL BE REPAINTING THE ENTIRE ROOM IN A MONTH OR TWO..

I think you could use a little spackle and then sand it smooth when it dries, Jim.
Hi, you can use drywall compound and a very wide putty knife to spread a layer over the dip, light sanding to smooth it, use a flat or matte finish ceiling paint and it will hide most flaws as well.
I would sand it first, to make sure all of the loose paint is off. Then spackle and sand again.
