Do you have open rafters? How tall is the current ceiling. A picture would be very helpful. If you have open rafters a spray foam would would work very well.
Is the ceiling covered? If so, you may need get into it to insulate the ceiling. If not you can put foam insulation panels into the rafters. I suggest 2" + thick. Don't know what kind of flooring you have in the room. Adding extra protection would be to put down 6ml plastic sheeting under the flooring. Caulk it down all around the perimeter and taping all seams.
Have insulation blown between ceiling and flooring..would need to drill holes in ceiling and plug up when done

Concrete ceiling....Glue foil faced foam insulation panels to the concrete ceiling with the foil facing down. This will create a thermal break keeping the concrete warmer and reflect the cold in the garage. Concrete is normally cold so I still advise the 6 ml plastic on the floor of the room if possible.

Cold cannot be reflected. Cold is simply the absence of heat energy. Heat energy always travels to the thing that is a lower temperature (colder). If you are trying to keep heat energy in the room above the garage then you should be insulating the floor of the room. Plastic has a very low insulating R value and may have a negative effect in terms of trapping moisture so it may not be worthwhile. If you cannot insulate the floor, then insulate the ceiling of the garage. It will help, but not completely solve your problem. You can use thinset to attach unfaced rigid foam panels to the garage ceiling. There are other methods too such as attaching 2x4's to the ceiling and attaching foam panels to those. Your local building code may require you to cover exposed foam panels with drywall for fire safety reasons. Are the walls and ceiling of the room insulated? Insulating the walls of your garage will also help.
Buy some insulation and staple it up to the rafters against the ceiling. Take precautions though and wear long sleeve shirt, safty glasses, and use a sturdy ladder.
Hi Carmel, you can put a layer of Styrofoam panels on the bedroom side of the garage , it will provide insulation and not allow the bedroom to maintain it's heat by adding a layer of insulation on the outside of the bedroom. Hope this helps you out,
