To keep the fabric still feeling soft, not like a painted canvas, dampen the fabric thoroughly before painting on it and dilute the paint with fabric softener.

You can use any paint you want including house paint but you will need to use a fabric medium as an additive to prevent cracking or peeling. The product, such as Liquitex Fabric Medium can usually be found wherever art supplies are sold. As a word of caution, in the picture you posted, go with a darker color since the navy area will mostly likely turn to black or a dark purple if you go with red.
