I would Sand them again until there is no more peeling paint. Then spray paint again with a paint and primer in one. Spray paint has come along way and I just painted pots with a 2 in 1 product and it was amazing!
Put a clear glaze spray over new paint
there are numerous new paints for plastic furniture now but you would need to remove the peeling paint first Rustelouem and Krylon have great products for this kind of painting

If the paint is peeling off of your plastic furniture... then the paint you used was probably not made for plastic.... to get it to work... use a primer and paint made FOR PLASTIC.... you will need to completely sand off the old paint before applying the new primer and paint. Also... before painting... clean off the item with alcohol to remove any oils from handling... and then use gloves.
If they were mine, I would go get some more plastic paint in 2 or more colours and spray them in a random way to hide the fact they have been chipping. Make them Fun colours or random art!
